Dando Maior Atenção a Hidrologia no Brasil – Oportunidade para criar a Hidrotecnologia
O Brasil é um país que possui uma dificuldade nata de gerenciar com seriedade a coisa pública.
Acredito que isto acontece porque o poder se transmite entre as pessoas de baixo poder intelectual fáceis de ser manipuladas gerando uma burocracia desnecessária e muita falta de eficiência e valorização da competência dos brasileiros que poderiam fazer mais pelo nosso país. Talvez Vossa Excelência queira mudar esta tendência que piora com o passar do tempo.
Entrei na Embrapa em Porto Velho por Concurso Público em março de 1985 para a vaga de Nutrição Animal em primeiro lugar. Como uma pessoa de alta capacidade de aprendizagem e rendimento escolar nunca me preocupei em assumir posições administrativas e nem fazer amigos aconchavados. Trabalhando na Amazônia mudei o foco da minha pesquisa para o meio ambiente na área de Hidrologia Aplicada me transferindo para Belém.
Estava tentando uma vaga para ir para o doutorado nos EUA e já tinha o TOELF de inglês requerido, mas a vaga era dada para uma pessoa da panela com capacidade tão baixa que não conseguia sequer aprender inglês o suficiente para ser aceito pelas universidades Americana. Esta pessoa então fez o doutorado na ESALQ enquanto eu fui para a Pennsylvania State University nos EUA por quatro anos. Fiquei surpreso ao voltar dos EUA ao saber que tal pessoa era o Chefe Técnico do Centro de Pesquisa da Embrapa na Amazônia Oriental.
Durante o meu PhD nos EUA mandei 5 cartas para a minha própria instituição pedindo dados de chuva para compor uma base de dados o suficiente para o meu trabalho de dissertação. Nenhuma destas cartas foram sequer respondidas e ao voltar dos EUA com o titulo de PhD e honra o mérito só recebi um nível promocional em 8 níveis, apesar de 80% conceito “A”, tese aprovada com distinção, e inclusive o Presidente dos EUA na época, Bill Clinton foi o orador da minha formatura em 10 de maio de 1996.
Nos EUA fiz PhD em Solos com aplicação na área de Hidrologia Aplicada desenvolvendo técnicas de estudo da distribuição espacial das chuva. Na Bacia Amazônica estudei o balanço hídrico espacial, características das estações das secas e das chuvas, e finalmente as anomalias de chuva usando a estatística não paramétrica combinada com interpolação espacial de Kriging e SIG.
Anomalias Climáticas de Chuva
Criei um processo analítico espacial robusto para avaliar as ocorrências de anomalias climáticas de chuva. Detectei uma ocorrência em março de 1960 no Pernambuco em Santa Maria da Boa Vista chovendo 19 vezes acima dos valores centrais, 1337,2 mm onde a mediana registrada era de 73,2 mm. Este evento foi a parte central de uma publicação apresentada numa Conferencia na Florida nos EUA em 1998.
Há uma necessidade de continuar avaliando as anomalias de chuva no Brasil para entender suas características principais associadas com a rugosidade do relevo, distribuição espacial, ocorrência, drenagem da bacia hídrica e quantificação ampla a fim de promover maior embasamento teórico de risco e medidas de prevenção, como está ocorrendo no Rio de Janeiro. Boa parte daquelas encostas poderia estar mais seguras aliviando a intensidade da calamidade pública com enormes perdas materiais e fatalidades.
Drenagem Molecular
Em geral os solos possuem 50% do volume como sólido e 50% ar + água. A água varia de 10 a 45% da parte porosa dependendo do regime hídrico e estrutura física do tipo de solo, por retenção hídrica insaturada, ou seja aderida a superfície das partículas do solo.
Para ocorrer os deslizamento numa encosta, o solo precisa perder a aderência e entrar em flutuação ocorrendo quando toda a parte porosa, cerca de 50% do volume é ocupada por água, se tornando uma massa pastosa que flui sem controle morro abaixo carregando árvores e pedras.
As encostas em áreas criticas de risco poderiam ser protegidas por canais de drenagem molecular removendo apenas 5 a 10% do volume de água evitando a ocorrência da perda de sustentação e flutuamento das partículas de solo. Em palavras mais simples, um metro cúbico de terra na encosta poderia ser mantida estável removendo apenas 5 a 10% do volume em água infiltrada, assegurando as propriedades mecânicas de sustentação.
A drenagem molecular está baseada em princípios hidrodinâmicos que defini e patenteei nos EUA US Pat. 6,766,817. As moléculas de água são drenadas por arraste molecular de aderência a uma porosidade artificial contra a gravidade como um Sifão Insaturado Reversível.
Toda água saturada pode ser removida de solos encharcados com alta eficiência e velocidade a fim de promover melhor sustentação dos solos de encostas, garantindo maior segurança para áreas urbanas e estradas ou outros locais onde há necessidade de evitar catástrofes por deslizamentos. Como na figura anterior, o processo hidrológico pode ser demonstrado em poucos minutos usando um copo de água e um pedaço de papel. Aparentemente simples, não havia ainda como conhecimento científico o entendimento dos princípios hídricos e nem a possibilidade da criação de uma porosidade de geometria definida e controlada para alta transmissão hídrica anisotrópica controlando os poros num sentido de predominância longitudinal.
A ciência de Hidrologia em si não se preocupa em criar ou modelar sistemas de porosidade artificial, pois apenas tem estudado a Hidrologia como ocorre na natureza.
Hidrotecnologia
Proponho a criação da ciência que chamo simplesmente de Hidrotecnologia, ou seja a Hidrologia que tem principal objetivo desenvolver porosidades artificiais para retenção ou transferência de fluidos sob demanda, reversivelmente, com controle molecular para irrigação sob demanda, drenagem molecular, suprimento fluídico, filtragem, adição ou subtração de enérgica cinética no movimento de massas entre forças inerciais e rotativas, e inúmeras outras aplicações em que fluidos precisam ser transferidos de um local para outro usando principalmente as propriedades entre as zonas saturadas e insaturadas
A Embrapa me demitiu depois de investir um milhão de dólares no meu PhD nos EUA, ter uma ‘descoberta cientifica’ a explorar e também ter uma produção cientifica três vezes acima da média dos demais pesquisadores.
Tenho algumas idéias de como desenvolver a Hidrotecnologia e ajudar o Brasil em muitos aspectos da tecnologia hídrica, desde os deslizamentos catastróficos, até os vasos auto-irrigáveis anti-dengues. Acho que os brasileiros merecem um país melhor e um governo mais eficiente e honesto valorizando o nosso talento.
Além de resolver os nossos problemas, poderemos exportar tecnologias e produtos aproveitando esta lacuna técnico-científica. Estou a disposição para discutir o assunto com mais detalhes se houver algum interesse.

Estou escrevendo a V.Sa. por três razões importantes de interesse tanto pessoal quanto nacional.
PRIMEIRO: ‘descoberta cientifica’
Sou um cientista brasileiro explorando uma ‘descoberta cientifica’ nos Estados Unidos. A minha primeira patente (US pat. 6,766,817) introduz concepções antigas da Hidrologia e da Física dos Solos para a porosidade artificial dos dispositivos fluídicos no sistema de patente tornando cerca de 50 mil patentes obsoletas nos EUA e abrindo caminho para umas 200 mil patentes novas.
Tenho dúvida do quanto devo forçar os Americanos a respeitarem a ciência ou talvez ajudar os Brasileiros a explorar esta grande lacuna cientifica e tecnológica em nosso país. Os Americanos estão ignorando a Hidrologia que pode resultar em conseqüências graves. O derramamento de petróleo no Golfo do México poderia ter sido estancado logo no início. No ‘junk shot’ em vez de bolas de golfe e pneu triturado deveriam ter usado objetos de alta densidade e geometria apropriada para afundar pela gravidade contra um fluxo ascendente de 2 a 3 cm/s e interromper o vazamento de petróleo que jorrou 5 milhões de barris de um poço de 4,5 km de profundidade situado a 1,5 km da superfície. No meu PhD em Solos na Universidade Estadual da Pensilvânia aprendi muito sobre destaque, transporte e deposição de partículas em fluxo dinâmico. Lamentavelmente, tudo indica que a maior catástrofe Americana de derramamento de petróleo esta associada a uma negligência Hidrológica no processo de interrupção do vazamento.
Estou decepcionado com os Americanos. O Presidente Bill Clinton foi o orador da minha formatura de PhD em maio de 1996 dizendo que recebemos a mais alta educação que os EUA podem oferecer e que no futuro estaríamos criando novos empregos e oportunidades. A minha ‘descoberta cientifica’ esta sendo violada vergonhosamente por patentes de leigos que às vezes nem sequer funcionam e de fácil verificação. O órgão de patente USPTO tem cerca de 6 mil Examinadores de Patentes, mas já confirmou não ter Hidrologistas para proteger a minha descoberta. Durante dois anos mandei 14 cartas registradas para o Presidente Barack Obama requisitando providências sobre o assunto, mas não recebi nenhuma resposta ainda (http://hydrotechnology.blogspot.com/). Parece haver uma certa similaridade de falhas governamentais, tanto econômica, quanto saúde e tecnologia, pois o sistema de patentes sofre de falhas semelhantes aos das hipotecas, com desrespeito aos conhecimentos científicos básicos e distorção que desanima a criação inventiva e fere o bom senso e a honestidade.
Sinceramente é uma vergonha a Casa Branca ter pessoal de prontidão para expulsar o adolescente Britânico Luke Angel bêbado de 17 anos por ter xingado o Predidente Barack Obama por email, mas não se importar em responder a um cientista PhD sobre violação da ciência e ignorância hidrológica que poderia ter evitado o maior derramamento de petróleo nos EUA. A ciência é muito sólida que deve ser respeitada. Imagine qualquer político tentando perverter a ciência de Albert Einstein? O suporte recente de 37% do presidente Barack Obama mostra o nível de satisfação dos americanos devido a sua falha sistemática de liderança.
Sugeri ao Presidente dos EUA a criação de uma ciência que chamei simplesmente de ‘Hidrotecnologia’ a fim de levar a Hidrologia clássica para a porosidade artificial dos dispositivos fluídicos. Isto poderá revolucionar muitas áreas tecnológicas da hidrodinâmica e até o ciclo da energia desenvolvendo motores que queimariam a biomassa na forma sólida, transformando definitivamente a sustentabilidade agrícola dos canaviais em sistemas florestais pela mudança dos combustíveis líquidos para sólidos.
Gostaria de poder fazer mais pelo Brasil, pois a Embrapa investiu cerca de um milhão de dólares no meu PhD nos EUA e seria interessante para o nosso país valorizar os próprios talentos e investir com seriedade no futuro dos brasileiros.
Eu era um pesquisador da Embrapa dignamente concursado e com uma ‘descoberta cientifica’ para explorar, mas fui demitido sem justa causa em 1998 logo após a volta do meu doutorado no exterior financiado pelos cofres públicos. Resolvi lutar pela minha ciência e não pelo meu emprego legítimo em um país com dificuldades de valorizar a competência. Vai entender a relevância da minha ‘descoberta científica’ e a revolução tecnológica que pode gerar se houver algum interesse no assunto.
SEGUNDO: ‘Ordem Econômica’
Antoine Lavoisier criou a Química Moderna com a Equação de Igualdade de Massas. Com esta equação simples abaixo V.Sa. poderá resolver para sempre os nossos problemas econômicos e de outros paises que buscam solidez e seriedade:
Investimento = Investimento + Lucro
Todo capital colocado para investimento tem que ser retornado adicionado de algum lucro gerado pela produção. Isto remove o medo e a ganância do investidor e estabiliza os mercados para sempre concentrando os rendimentos sobre a capacidade produtiva das empresas. Os paises desenvolvidos violaram esta regra básica criando um sistema instável responsável pela crise econômica mundial que poderá repetir muitas vezes se não for controlada nas raízes por mecanismos que podem ser simples e robustos
TERCEIRO: ‘Obesidade’
O maior problema da humanidade a senhora pode perceber com os próprios olhos diante do espelho – a obesidade.
Este é o desafio do mundo moderno. Nunca imaginávamos que as máquinas substituindo o trabalho humano e a nossa capacidade de produção de comida em abundância traria uma obesidade mais difícil de combater do que a falta de alimentos. A nossa fisiologia humana não foi criada nem para fugirmos da comida e nem para trabalhar os músculos desnecessariamente. Conheço o assunto a fundo, pois corri duas meia-maratonas durante o meu PhD nos EUA. Também tenho um artigo importante na capa da revista Ciência e Cultura mar/99 sobre o ciclo de nutrientes desde a produção agrícola até o consumo humano.
Os Americanos estão liderando esta tragédia global tendo dois terços da população com excesso de peso e um terço obesa. Se continuarem neste ritmo a pesquisa está prevendo que no ano de 2040 cerca de 85% deles estarão obesos. Comendo a comida brasileira, principalmente a feijoada e churrasco, também estamos engordando no Brasil e seguindo a mesma trajetória.
Combinando esporte com frutas tropicais se torna uma receita bem saudável para o brasileiro. Meu IMC é 23,2, pois além de correr meia hora três vezes por semana o meu jantar todos os dias é de apenas frutas. Consigo fazer ainda melhor as ginásticas que aprendi mais de 30 anos atrás na faculdade (http://www.youtube.com/watch?v=VTfr15wUdjo). Se os brasileiros se cuidassem melhor como faço o sistema de saúde pública seria menos requisitado. A minha mãe morreu obesa e diabética aos 53 anos, mas o pai dela adotando um estilo de vida invejável morreu muito tempo depois aos 96 anos magro e ativo.
Faz cerca de 10 mil anos que o homem desenvolveu a agricultura e começou a cobrir o corpo desenvolvendo costumes e leis que obrigam a cobrir as genitálias. A catástrofe futura da obesidade vai exigir intervenções dos governos na educação e proteção da saúde publica pela adoção de hábitos saudáveis. A fim de proteger a saúde do cidadão vamos ter que fazer leis obrigando o controle de peso para evitar catástrofes coletivas. Devido as conseqüências isto será mais importante do que cobrir as genitálias.
O desenvolvimento e a educação não podem ser utilizados somente para aumentar a renda econômica do cidadão como nos países ricos que tem dificuldade de promover a adoção de estilos de vida saudáveis e estão sofrendo uma obesidade epidêmica alarmante e crescente. A copa do mundo de 2014 e as olimpíadas de 2016 realizadas no Brasil são eventos que devem ser usados para estimular a atividade física e combater o sedentarismo mudando a vida cotidiana.
V.Sa. é a Presidenta eleita do Brasil e precisa se cuidar, pois está ignorando o problema e ficando obesa como a maioria. Também precisa ajudar os brasileiros e o resto do mundo a buscar um melhor equilíbrio com a natureza entendendo a origem dos problemas gerados pela vida moderna. Se a minha mãe tivesse o conhecimento que tenho e se cuidado ainda poderia estar viva hoje.
A obesidade crescente é um indício claro das dificuldades humanas em se adaptar às novas condições geradas pela vida moderna, afetando igualmente as pessoas mais esclarecidas como os acadêmicos, os políticos e mesmo o pessoal da área de saúde.
A Vossa percepção sobre o excesso de peso pessoal explica o quanto o assunto é complexo e difícil de ser abordado. Acredito que a evolução humana está no ápice quando os alimentos perseguem o homem e este por causa do sedentarismo nem sequer consegue fugir. Temos que usar a nossa aclamada inteligência para contornarmos esta conseqüência do nosso desenvolvimento.
Como cientista PhD gosto de afirmar que acredito em Deus é gosto da coerência Deus = Natureza fazendo a vida um milagre singelo. Toda vez que tropeçamos e caímos, sabemos quem está nos cuidando e a rapidez das punições pelos nossos pecados. A natureza não escreve livros, mas alerta sobre o que deve ser feito para preservar a nossa existência tão complexa vinda de um passado tão remoto com pouca comida e nenhuma máquina, mas uma grande vontade de persistir.
A minha maior glória pessoal não está nem nesta ‘descoberta científica’ de hidrodinâmica nem no meu PhD nos EUA, mas em começar a correr aos 22 anos e nunca mais parar buscando um equilíbrio e controle da minha existência. Parece que a atividade física estimula a neurogenesis aumentando a memória e capacidade cognitiva de acordo com estudos recentes.
Vou cuidar da minha ciência como venho fazendo, mas a minha capacidade de ajudar e retribuir o meu país por hora é restrita. Também sou vitima de uma democracia com dificuldade de funcionar adequadamente para os brasileiros e para os americanos.
Desejo a V.Sa. boa sorte como primeira mulher presidente do Brasil e que se cuide porque a natureza trata todos seres humanos com igualdade dando vida longa e bem estar a aqueles que almejam o equilíbrio. A minha mãe morreu jovem porque não sabia sobre os princípios básicos para ter uma vida longa e há milhões de outras donas de casa no mesmo caminho.

How much NATURE endorses the Economy and Politics? In my neighborhood, I saw the Scientific Police taking pictures of swings I installed on trees for children in the Park during the COVID-19 pandemic lock down. Society try to employ the word SCIENCE for POWER, but there is a misunderstanding as scientific principles claim TRANSPARENCY and HONESTY. Nature is in charge of SCIENCE as there is no POLICE to enforce Nature LAWS. Even religion try to use Scientology for credibility. I like the simple conception that God = Nature. However, Nature writes no books, promises no lands, no life after death, no war or death in name of a divine. OIL LAMP – An Advanced Fluidic Device Developed for Lighting
